Кентау и ознакомились с текущим состоянием теплоцентрали.  В ходе встречи с населением Туркестанской области глава профильного ведомства Болат Акчулаков рассказал о высокой изношенности Кентауской ТЭЦ, которая является единственным источником тепловой энергии в городе. Максимальное потребление тепловой энергии города составляет 109 Гкал/ч, в том числе: - многоквартирные жилые дома – 46 Гкал/ч (43%); - социальные, коммерческие объекты и прочее в количестве 24 Гкал/ч (22%); - частный сектор – 39 Гкал/ч (36%). Кентауская ТЭЦ была введена в эксплуатацию в 1952 году, износ основного оборудования ТЭЦ-5 достиг 100%. Из-за убыточного тарифа, который не покрывает расходы на производство и передачу тепловой энергии, местным исполнительным органом из бюджета ежегодно выделяются финансовые средства для подготовки к отопительному сезону. Однако выделяемые средства покрывают текущие ремонты оборудования электростанции и тепловых сетей. Для подготовки ТЭЦ-5 и тепловых сетей к отопительному сезону 2021-2022 гг. из местного и областного бюджетов было выделено 1,9 млрд. тг, из которых 1,2 млрд. тг. – на приобретение угля, а на ремонт оборудования ТЭЦ-5 и тепловых сетей было выделено всего 757 млн. тг., при необходимых 3 млрд. 180 млн тг. Недостаточность финансирования ремонтов и модернизации тепловых сетей привела к увеличению износа тепловых сетей на 9% за последние 4 года, с 47% до 56%. По итогам встречи глава ведомства озвучил ряд конкретных поручений по всем проблемным вопросам ТЭЦ-5 и особо обратил внимание руководителей ГКП «Кентау сервис» на необходимость обеспечения нормативным запасом топлива для прохождения предстоящего отопительного сезона.  - В целях стабильного теплоснабжения г. Кентау Акимату города необходимо принять решение по перспективам развития теплоснабжения города, - заключил министр.  Ранее Акиматом г. Кентау был предложен альтернативный вариант развития системы теплоснабжения города, путем перевода действующих потребителей с ТЭЦ на автономное отопление с установкой индивидуальных газовых котлов в многоэтажных жилых домах. Предварительная стоимость альтернативного проекта составляла 24,2 млрд. тенге. Также министр энергетики РК в ходе рабочей поездки побывал на АО «Кентауский трансформаторный завод» и ознакомился со всем технологическим процессом. Завод известен как ведущий казахстанский производитель трансформаторного оборудования широкого применения, поставляемого для всех отраслей экономики, включая электроэнергетику Казахстана, а также осуществляет экспорт продукции на территорию СНГ и стран средней Азии. За прошедшие года перечень продукций завода достиг более 400 наименований. Основной стратегией завода является поставка на рынок лучшей электротехнической продукции, соответствующей требованиям потребителей по качеству, цене, условиям поставки и предоставляемому сервису. On April 12, during OPEC+ participation countries Ministerial webinar, a consensus was reached on an agreement to collectively reduce oil production by OPEC+ countries, as well as non - OPEC+ countries by 9.7 million barrels per day. This is by far one of the largest collective oil production cuts in the history of the global oil industry. Kazakhstan, in turn, supported the consensus in the agreement, committing to reduce production by 390 thousand barrels per day. This decision is primarily dictated by the difficult situation that has developed not only in the oil market, but also around the world.  Due to the coronavirus pandemic, demand for oil has fallen sharply in all countries, so the OPEC Secretariat's proposal for a collective production cut looks reasonable and timely. Thanks to OPEC+ deal, the reduction of production will be collective, controlled and will give a positive impetus to the market, which, according to experts, will favorably affect the growth of oil prices, as well as solve the problem of overstocking. Министерством энергетики ежемесячно проводятся отраслевые селекторные совещания с рассмотрением проблемных вопросов на энергопредприятиях страны.  В соответствии с Графиком ремонтов основного оборудования электростанций на 2019 год, утвержденных Системным оператором АО «KEGOC», по состоянию на 26 августа т.г. завершен ремонт 5 энергоблока из 11, 34 котлов из 63, 20 турбин из 46. На разных стадиях работы ведутся на 4 энергоблоках, 30 котлах, 17 турбинах. По электрическим сетям произведен ремонт на 15 тыс. км линий электропередач и на 836 подстанциях.   — Завершатся ли в запланированные сроки, ремонтные работы на энергопредприятиях по подготовке к отопительному периоду? — В целом ремонтные работы во всех регионах страны ведутся по утвержденным графикам. Министерство энергетики в соответствии с распоряжением Правительства проводит мониторинг хода ремонтных работ на энергопредприятиях, в том числе контроль за исполнением графиков ремонтных работ на энергопредприятиях. Запланированные ремонтные работы влияющие на начало отопительного периода завершаться в установленные сроки. — Обеспечены ли энергопредприятия топливом к началу отопительного периода?  — В целом на складах энергоисточников запас топлива составляет 3,7 млн тонн угля, что на 21% больше уровня прошлого года и 103 тыс. тонн мазута, что на 24% больше прошлогоднего показателя и этот запас достаточен для начала отопительного периода. Закуп топлива энергопредприятиями производится в соответствии с заключенными договорами и утвержденными графиками. Поставка топлива энергоисточников осуществляется по графикам. — Какова готовность энергообъектов к отопительному сезону в г. Арысь? — Как Вам известно, 24 июня 2019 г. произошел взрыв в складском помещении на территории воинской части города Арысь.  В результате чрезвычайной ситуации в целях безопасности от поражения людей электрическим током и предотвращения возникновения пожаров распределительные сети г. Арысь были отключены от головной подстанции. После допуска персонала на территорию г. Арысь были проведены аварийно-восстановительные работы. 26 июня т.г. в полном объеме восстановлено уличное освещение города. 28 июня 2019 г.  ремонтные работы по восстановлению распределительных электроснабжений г. Арысь и Арыского района были завершены и в настоящее время энергообъекты в г. Арысь готовы к отопительному сезону.  Районный центр г. Арысь запитан от подстанции «Арысь» и электроснабжение потребителей района осуществляется от 7 подстанций 35 кВ. Количество потребителей по г. Арысь 9 765 абонентов, из них  92 социальных объектов: школы — 28, больницы — 20, детские сады — 28, мечети — 10, административные здания — 6.  В г. Арысь  имеются котельные в зоне централизованного теплоснабжения по ул. Акымбекова №139А с двумя котлами (18 жилых домов, 8 соцобъектов) и в микрорайоне Коктем ГКП «Арыс жылу» с одним котлом (8 жилых домов).   Из чрезвычайного резерва Правительства Республики Казахстан выделены средства для проведения текущего ремонта котельных «Орталык» и «Коктем-2».  Повреждения по технологической линии теплоснабжения города не зарегистрированы. На сегодняшний день на котельных топливо заготовлено на 75%.  — Какова ситуация по поставке социального мазута на социально-производственные объекты в Министерстве?  — По объемам поставки мазута Министерством разработан График на социально-производственные объекты в объеме 277 тыс. тонн по предварительным расчетом цена социального мазута составляет 100 тыс. тенге с учетом НДС.
