In order to prevent the death of people on reservoirs, employees of civil protection bodies carry out preventive work. Thus, more than 407 thousand propaganda products (booklets, leaflets) were distributed among the population, about 2 thousand gatherings with the population were held. Rescuers and police officers conduct joint raids and patrols to identify violators of the rules of behavior in public places and safety on reservoirs.

The purpose of this event was to check the quality of conducting classes and working out standards for fire and rescue training by the personnel of the duty guards.
The competition consisted of 4 stages. At the first stage, the cadets for a certain time put on combat clothing and equipment of a firefighter according to the conditions for fulfilling the standard No. 1. Then they landed on a tanker truck.
Then, the participants conducted an external examination of the "Drager" breathing apparatus. The third stage was the deployment of forces and means with the supply of two manual barrels. At the last stage of the competition, the cadets secured the rescue rope in one of four ways for the construction of the building.
The guards on duty tried to show their knowledge and skills during the lesson. But, only the best win the competition. So, the duty guard consisting of cadets was awarded the title of "The Best Guard"

At the third stage, picking up the sleeves and running along the boom, the athlete attaches the sleeves to the branch, lays a sleeve line. In addition, the senators got acquainted with the situational class for self-training of medical personnel, equipped with special mannequins-simulators. The task of such simulators is to create clinical situations that are as close as possible to real situations that occur in life. Performing resuscitation on the simulator allows you to work out the main actions in practice, which helps to train the skill of performing manipulations to save the lives of victims.
The senators noted that in modern realities, disaster medicine should be provided with qualified personnel and equipment to be ready to reflect the threats of possible emergencies in the country. The largest number of drowned people were registered in Turkestan (14), Kyzylorda (8), Almaty (7) and East Kazakhstan (7) regions.
Thanks to the work of rescuers and police officers patrolling the coastal territories of reservoirs, 59 people were rescued, including 8 children.
In order to prevent the death of people on water bodies, employees of civil protection bodies carry out preventive work. Thus, more than 323 thousand propaganda products (booklets, leaflets) were distributed among the population, about 2 thousand gatherings with the population were held. According to Yuri Ilyin, the Ministry exercises state supervision over 9,157 industrial enterprises, including more than 230,000 hazardous production facilities (underground mines and coal mines, quarries and open-pit mines, metallurgical, chemical and oil refineries, magistrial pipelines, gas supply systems, etc.). Supervision is carried out by conducting inspections, which is aimed at preventing the harmful effects of hazardous production factors on personnel and the public, by observing the safety requirements of hazardous production facilities and organizations operating dangerous technical devices.
For 5 months of 2021, 418 special inspections and 271 unscheduled inspections were carried out.
According to the results of the inspections, 12,777 violations of industrial safety requirements were revealed, 505 administrative fines were imposed in the amount of more than 70 million tenge. 224 facilities were suspended for gross violations of industrial safety requirements that pose a threat to human life and health.
Measures to reduce the requirements for business and the weakening of state regulation in the field of safety, created the prerequisites for a decrease in the level of industrial discipline in the industry and, as a result, an increase in accidents and related injuries.
In recent years, there has been a tendency for accidents to increase by an average of 15% at hazardous production facilities.
The analysis shows that the risk of man-made accidents at work remains at a high level.
This year, 11 accidents and 146 incidents were registered at hazardous production facilities in the country. As a result of the accidents, 5 people were injured and one person was killed.
The main causes of accidents at hazardous production facilities are:
- committed violations of industrial safety requirements, in terms of conducting work with deviation from design decisions;
- high moral and physical wear of the operated equipment;
- low production and labor discipline of workers.
In order to reduce the permissible violations of industrial safety requirements, following the results of inspections, inspectors take prompt response measures, initiate cases of administrative offenses, draw up regulations, and conduct accident investigations.
In order to solve the existing issues regarding the gradual decommissioning of obsolete, morally and physically worn-out equipment, together with the supervised enterprises, a Consolidated Plan for the technical Re-equipment of a hazardous production facility is developed annually, within the framework of which 2,196 equipment (2,070 technical devices and 126 technological lines) is planned to be replaced for the current year.
In order to improve production and labor discipline, the inspectors conduct explanatory work.
Also, work is being carried out to improve the legislation in the field of industrial safety.
On April 1 of this year, the Law "On Amendments and Additions to Industrial Safety" was adopted, within the framework of which work is being carried out to approve 41 regulatory legal acts, the implementation of which will improve the production and labor discipline of workers at hazardous production facilities, increase the level of protection of citizens from the harmful effects of hazardous production factors and reduce the likelihood of harm to third parties as a result of an accident.

The next task of the students was to search for the body of the conditional deceased in a given square of the water area. In conditions of almost zero visibility, the divers worked out various ways to search for and retrieve the deceased from the water. At the same time, a small wave of water made the task more difficult for the students.

In order to prevent fires due to childish pranks with fire, as well as to increase the level of knowledge on safe behavior, 1,211 interactive lessons and 19 competitions with teams of young rescuers were held. The reporting meeting was attended by representatives of the general population, including residents of the country's regions, representatives of public organizations, non-governmental institutions, as well as the media.
The Minister informed the participants of the meeting about the activities, results of work and prospects for the development of civil protection bodies. He also spoke about the emergency rescue operations carried out in the winter, heating, flood, fire and bathing periods of 2020-2021.
So, in 2020, the number of emergencies decreased by 7%, about 14 thousand people were saved, emergency departments carried out more than 71 thousand visits, more than 19 thousand people were evacuated from the emergency zone, and first aid was provided to four thousand victims.
"This year, more than 5 thousand people were rescued, emergency units carried out about 21 thousand trips, more than 6 thousand people were evacuated from the emergency zone, and first aid was provided to more than 1 thousand victims," Yuri Ilyin said.
The Head of the Ministry of Emergency Situations made a special emphasis on the safe passage of the fire and bathing periods.
Since the beginning of the year, 96 (2020 – 146) forest fires and 682 ( 2020 – 886) fires of steppe massifs have been registered.
Since May, about two thousand patrols and raids have been carried out on the reservoirs of the country, more than 70 violators have been brought to administrative responsibility.
An equally important direction of the Ministry is the prevention of man-made accidents in industry, which pose a threat to the safety of citizens and the environment. Last year, 28 accidents and 308 incidents were registered at hazardous production facilities. At the same time, 28 people were killed and injured.
The Minister also touched upon the issues of public notification. So, during the period of active digitalization in the country, a mobile application "Darmen" was developed, which provides timely information to the population within 5 seconds. Now, the total number of users of the mobile application is more than two hundred thousand people, only in 2020 more than 90 thousand people are registered.
