Today, the Minister of Ecology and Natural Resources of Kazakhstan held a meeting with representatives of international organizations and the expert community to discuss key aspects of shaping NDC 3.0. The discussion was attended by representatives of NDCP, UNDP, UNITAR, UNICEF, FAO, GIZ, and CCAС, who will provide expert and technical support in drafting the document.
The meeting focused on integrating international experience, coordinating actions between national and international experts, and implementing modern analytical tools. Specifically, the development of NDC 3.0 will be based on the LEAP (Long-range Energy Alternatives Planning System) model, which will enable a detailed analysis of Kazakhstan’s low-carbon development scenarios and the formulation of the most effective measures to reduce greenhouse gas emissions.
The Ministry emphasized that the development process of NDC 3.0 will be carried out in close collaboration with key stakeholders, including government agencies, the business community, the scientific sector, and civil society. $150 Million Investment Agreement between Imani Capital Investment & Advisory LLC and Apex Green Fund: IGTIPC and Apex Management GP Ltd are jointly working to develop the green economy in Kazakhstan and Central Asia, leveraging the Astana International Financial Centre (AIFC) platform to attract green financing with the participation of private equity funds.
In addition, agreements were reached with the Planetary Carbon Standard, headquartered in London, to provide expert support for projects related to carbon credit verification, green energy, carbon footprints, and forest monitoring. The Planetary Carbon Standard has generated 8.6 million carbon credits through its activities.

717042Wild horses will return to KazakhstanThe transports of Przewalski's horses from Europe to Kazakhstan will take place this year as part of a new international project “Return of Wild Horses”. Two CASA C-295 aircrafts of the Czech Air Force with a total of eight horses on board will take off on 2th June from Prague, Czech Republic and from Berlin, Germany. After two stopovers they will land in Arkalyk in Central Kazakhstan.
“We have just started writing the new chapter of the return of the last wild horse to the wilderness,” stated the Prague Zoo director Miroslav Bobek. “After its successful reintroduction to Mongolia where the population thrives, we were contacted by the government of Kazakhstan with this same goal. Our plan is to transport about 40 horses to the Altyn Dala steppe during the next five years.”

The Przewalski's horse completely disappeared from the wild in the late 1960s, but is also one of the greatest success stories of species recovery under human care. Dedicated breeding programs of European zoos have managed to build up a population strong enough to be reintroduced to the countries where they used to live. The wild horses will be reintroduced to Kazakhstan using the successful experience from Prague Zoo’s previous reintroductions to Mongolia.
For reference: Przewalski's horse (Equus przewalskii Poljakov) was included in the list of rare and endangered species of plants in 2021, also included in the II Annex of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
The steppe territory of the Altyn Dala State Nature Reserve in the Kostanay region has been chosen as the release area. The reserve was established in 2012 and its total area is 489,766 hectares. The animals will be accommodated for the first year before release at the Wild Ungulate Reintroduction Center inside the reserve. This center was created as part of the Altyn Dala Conservation Initiative, and is managed by the Association for the Conservation of Biodiversity of Kazakhstan (ACBK). Since 2017 it has been the location for restoration activities such as the reintroduction of the Kulan or Asiatic wild ass. The centre therefore has all the necessary infrastructure and personnel already available to host the new equid species.
The Przewalski's horse reintroduction project is implemented in partnership between the Committee for Forestry and Wildlife of Ministry of Ecology and Natural Resources, Prague Zoo, ACBK, Frankfurt Zoological Society, Nuremberg Zoo, Tierpark Berlin and Hortobágy National Park. A Memorandum of understanding between partners was signed on the 28th February outlining the commitment to reintroducing at least 40 wild horses from Europe to Kazakhstan within the next 4-5 years.

The Committee of Forestry and Wildlife is a state body and agency within the competence of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, carrying out implementation, control and supervisory functions in the field of forestry, protection, reproduction and use of wildlife and specially protected natural areas.
The Prague Zoo manages the international breeding book of Przewalski's horses, as well as the EEP (EAZA Ex situ) program, which is a program of the European Association of Zoos and Aquariums (EAZA) for the management and conservation of wild animal populations living in European zoos. The program was formerly known as the European Endangered Species Program. Prague Zoo organized and conducted the reintroduction of Przewalski's horses in western Mongolia in 2012 - 2019.
Association for the Conservation of Biodiversity of Kazakhstan (ACBK) is the largest Kazakhstani non-governmental organization working in the field of biodiversity conservation and environmental education.
Frankfurt Zoological Society (FZS) is an international organization that coordinates projects to protect endangered species and ecosystems in 18 countries around the world. In 2005, it co-founded the Altyn Dala Conservation Initiative. In 2017, ADCI began supporting the reintroduction of the kulan to the steppes of Central Kazakhstan.
ACBK and FZS are part of The Altyn Dala Conservation Initiative (ADCI), which is a large-scale partnership program of national and international conservation organizations. Since 2005 ACBK together with the Forestry and Wildlife Committee, Frankfurt Zoological Society (FZS), Fauna & Flora (F&F) and the Royal Society for the Protection of Birds (RSPB) have been implementing this Initiative. It aims to conserve and study Kazakhstan's unique steppe ecosystems and restore key species, e.g. saiga antelope, Kulan and Przewalski's horse. In 2023, the Altyn Dala Conservation Initiative was recognized as a Flagship Restoration Project under the UN Decade for Ecosystem Restoration.
Tierpark Berlin in the German capital already participated in the past in the breeding, management, and reintroduction of various animal species, and it cooperated on the protection of Przewalski’s horses as well. Within the project Return of the Wild Horses, it provides horses from its own breeding, collects candidates from other European institutions to its own breeding facility, and it will directly participate in their transport to Kazakhstan.
The Nuremberg Zoo is a public non-profit zoological park specializing in ex situ conservation of endangered species and their in situ conservation in cooperation with partners in their countries of origin. In the past it has been involved in the reintroduction of Przewalski's horses to Central Asia.
Hortobágy is a Hungarian national park providing environmental education services. It is currently home to the largest population of Przewalski's horse under human care. The workshop is attended by experts from five countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan), representing state bodies and national services responsible for water resources, the environment and hydrometeorology, as well as specialists from scientific institutions, basin water management organizations, and international organizations operating in the region. It also brings together experts from Finland, Germany, the Netherlands, the World Meteorological Organization, International Sava River Basin Commission, International Network of Basin Organizations and International Groundwater Assessment Centre.
In the context of population growth, development of water-consuming sectors of the economy and impact of climate change in Central Asia, the problem of water shortage is exacerbated every year. Insufficient attention to environmental safety issues in the past, continued practice of irrational water use, lack of institutional capacity and a number of other factors have led to degradation of ecosystems, pollution of water bodies and deterioration of water quality. Such threats require adoption of adequate measures and development of joint approaches to management and protection of water resources, including development of a system for monitoring and assessment of water resources, which makes it possible to make informed and sustainable decisions.
The workshop was organized to assist countries in studying international experience in monitoring, assessment and sharing information in transboundary basins and discussing the possibilities of strengthening cooperation between the countries of Central Asia in the field of protection and use of water resources in transboundary basins.
Participants of the workshop will review various practices and approaches to monitoring, assessment and sharing of information in transboundary basins, including the use of consistent and comparable assessment methods and development of data management systems.
They will also discuss proposals that will be included in the new publication "Good Practices and Lessons Learned in the Field of Transboundary Data Exchange", developed under the auspices of the Convention on the Protection and Use of Transboundary Watercourses and International Lakes.
During the workshop, it is expected to discuss the existing problems in the implementation of joint monitoring and assessment of water resources in Central Asia, as well as to identify common approaches to the development of cooperation between countries in the protection and use of water resources.
In addition, the workshop is expected to discuss preparations for the UN Water Conference, which will be held on March 22-24, 2023 in New York under the chairmanship of Tajikistan and the Netherlands.
For reference: Joint monitoring and assessment of transboundary waters are among the key obligations of the Convention on the Protection and Use of Transboundary Watercourses and International Lakes. As part of its implementation, a number of guidance documents have been developed on methods for creating systems for monitoring and assessment of transboundary waters.
With the Green Central Asia Initiative, the Federal Foreign Office invited its long-standing partner countries in Central Asia to engage in a political dialogue process on climate, environment and security. Green Central Asia is implemented by Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH, Helmholtz-Centre Potsdam - German Research Centre for Geosciences (GFZ) with the Martin Luther University Halle-Wittenberg, Potsdam-Institute for Climate Impact Research (PIK) and the German-Kazakh University (DKU). This Initiative bolsters the German foreign policy topic ‘climate and security’ within the framework of the United Nations and supports the implementation of SDG 6 (clean water and sanitation), SDG 13 (climate action) and SDG 15 (life on land). The Initiative also contributes to the efforts enshrined in the new EU Strategy on Central Asia of June 2019 which provides a new policy framework for EU engagement with the countries of Central Asia and focuses on promoting resilience, prosperity and regional cooperation. The Japanese side expressed interest in cooperation with Kazakhstan within the framework of the Joint Crediting Mechanism (JCM). This mechanism promotes the dissemination of advanced technologies and infrastructure to reduce emissions, as well as the implementation of climate change mitigation measures.
In addition, JCM provides for the implementation of climate projects aimed at reducing or absorbing greenhouse gas emissions.

Hydraulic structures are the most important objects of the economies of the Central Asian countries and are of great importance in ensuring regional stability. Many of these structures are located on transboundary rivers, which predetermines the specificity and complexity of their operation, the need for systematic work to improve their safety and cooperation in the joint use of water resources.
The regional workshop aims to assist countries in studying global best practices for the safe management of hydraulic structures and discussing the possibility of its application in Central Asia.
The workshop was attended by about 60 participants, including experts from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Slovakia, representatives of state authorities and national services responsible for the safety of hydraulic structures, specialists from scientific institutions and regional river basin organizations, as well as representatives of international organizations.
At the workshop, the participants will study the experience of Slovakia, India and other countries in the management of hydraulic structures, including in risk management and assessment, support for the monitoring systems, early warning systems, application of information and communication technologies. Participants will also be introduced to the findings of the World Bank's global analysis of dam safety in 51 countries.
The regional workshop will allow experts from the five Central Asian countries to improve their understanding and knowledge of the institutional, technical and scientific aspects of the safe management of hydraulic structures, as well as discuss promising approaches to developing cooperation on the safe management of hydraulic structures.
The workshop was organized by the International Water Assessment Centre (IWAC) in cooperation with the Slovak State Enterprise for Water Construction Management (Vodohospodarska vystavba). The workshop, organized with the official support of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan and with the financial support of the Ministry of Agriculture and Forestry of Finland, brought together more than 45 participants, including officials from key ministries of the five Central Asian countries, as well as international experts.
Equitable and sustainable water resources allocation is one of the most difficult problems in many regions of the world. This issue is of particular relevance for Central Asia, where the growing needs of the population, industry and agriculture for water in the face of climate change have already given rise to an acute shortage of water. The situation is aggravated by inefficient use of water, deterioration of irrigation facilities and water-saving systems, and other problems.
As Vice Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan Serikaly Mukatayev stated: “It is no secret that in the context of rapidly occurring global disasters, the urgency of the problems of efficient use of water resources in Central Asia will increase. The two-day workshop aims to assist countries in studying international experience in transboundary water allocation based on the Global Handbook on water allocation in a transboundary context to the Water Convention, which was developed with the participation of more than 100 countries and with the support of experts from Finland.
“Water allocation comprises various ways to agree about the quantity, quality or timing of available water. Global climate warming will lead to an increase in moisture evaporation in river catchments and a decrease in inflow into rivers. There is a decrease in glacial runoff, which provides up to 50% of river runoff during the growing season. The problem is compounded by the fact that Kazakhstan is heavily dependent on cross-border effluents, as well as existing internal problems.
The most vulnerable are the Aral-Syrdarya (93%), Zhaiyk-Caspian (82%), Shu-Talas (74%), Balkash-Alakol (48%) water management basins, the least vulnerable are the Tobyl–Torgai (12%) and Ertis (20%) water management basins.
There is a disproportion of the load on water resources in the context of regions.
Against the background of a possible decrease in river flow (transboundary and local), there is a problem of wasteful water use, especially in agriculture.
The country's economy needs three times more water per dollar of gross domestic product (hereinafter – GDP) than Russia or the United States, and six times more than Australia.
If the current situation of the use of water resources in the sectors of the economy and the population persists by 2030, there is a risk of a decrease in the pace of socio-economic development due to water scarcity.
The imperfection of legislation does not create prerequisites for the preservation of the country's water resource potential. The absence of an economic mechanism for the rational use of water resources does not create conditions for the development of water conservation, and also leads to additional costs from the budget to eliminate the consequences of water scarcity.
Based on the existing challenges and problems, there are threats:
1) reduction of water resources, primarily due to climate change;
2) dependence of water supply through transboundary rivers on the policies of neighboring countries;
3) irrational and inefficient water use, weak automation and digitalization of water distribution and metering processes;
4) low staffing of the Committee on Water Resources and its basin inspections;
5) reducing the environmentally safe and economically optimal level of water use to preserve and improve the living conditions of the population and the environment;
6) further increase in the accident rate of hydraulic structures in connection with the achievement of the service life limits and the unsatisfactory condition of the main part of the water infrastructure facilities;
7) weak scientific support of water resources management and an increasing shortage of qualified personnel.

This agreement is an international agreement concluded within the framework of the EAEU Treaty and provides for the application by member states of uniform non-tariff regulation measures in trade with third countries.
In Kazakhstan, the legislative regulation of the import, export and transit of hazardous waste is carried out by the norms of the Basel Convention and the Environmental Code.
In relation to countries outside the EAEU, a licensing procedure is applied for import and export.
This Agreement applies to legal entities and individuals registered as individual entrepreneurs engaged in cross-border transportation of waste in mutual trade of the Member States.
Entrepreneurs who export and import waste are guided by the List of goods for which a permissive procedure for import and (or) export from the customs territory of the Eurasian Economic Union is established.
Cross-border movement of waste by individuals for personal use is prohibited.
Compliance with the requirements of the Agreement will allow establishing a unified procedure for the movement of hazardous waste between the member States of the Eurasian Economic Union, and will also lead to environmentally sound disposal and recycling of hazardous waste, prevention of environmental pollution.

In his annual Message to the people of Kazakhstan, the Head of State instructed to pay great attention to environmental problems in the country, especially air quality.
The results of ecomonitoring last year showed a high level of atmospheric air pollution in the cities of Temirtau, Nur-Sultan, Almaty, Aktobe, Atyrau, Ust-Kamenogorsk, Karaganda, Balkhash, Zhezkazgan, Shymkent. The main causes of air pollution can be called industrial facilities, heat sources (CHP, boiler houses), motor transport, outdated sewage treatment plants and the private sector.
The Ministry has developed the following measures to improve the environmental situation:
- environmental regulation and control over the activities of industrial enterprises are carried out;
- the best available technologies are being implemented at production facilities;
- a map of hotbeds of environmental tension has been developed;
- environmental legislation is being improved.
The Ministry and akimats of the regions, together with the public, have developed and approved 16 Roadmaps for all regions of the country, including 485 events until 2025.
Their implementation will reduce the air pollution index in ten cities of the country from high to medium.
In 2021, 36 events were held, including:
- the hot water boilers of CHPP-1 and CHPP-2 in the city of Nur-Sultan have been converted to gas;
- the Law "On Technical Regulation" has been adopted, which provides for the function of monitoring the quality of fuel at gas stations;
- approved an action plan to increase the area of green spaces;
- implementation of the project on recultivation of evaporation fields "Rotten beam" in Atyrau and reconstruction of workshops of the Aktobe ferroalloy plant has begun.
According to the National Project "Zhasyl Kazakhstan", 16 large industrial facilities in the 10 most polluted cities have committed to reducing emissions by 20 to 30%.
ArcelorMittal Temirtau JSC has started construction of new electric filters, which will reduce emissions by 31.6% by 2025. NCOC is building treatment facilities, which will reduce water consumption from the Astrakhan-Mangyshlak water pipeline by up to 70% and reduce the concentration of pollutants.
In 2021, the share of solid waste recycling increased to 21% or 2.7% from the level of 2020.
The task is to increase the share of solid waste disposal to 24%, and industrial to 40%. Separate waste collection has been introduced in 134 cities and districts, and sorting has been introduced in 96 localities.
Work is underway to solve problems with historical pollution.
Since 2021, the project for the reclamation of the Koshkar Ata tailings dam has been implemented. The project will be implemented until 2024.
Comprehensive measures have been developed to eliminate existing landfills and prevent the formation of new natural landfills.
Unauthorized waste has been completely eliminated in the Kyzylorda, Atyrau regions and in the cities of Almaty, Shymkent.
Systemic measures have been taken:
- a "hotline" has been opened to respond to residents' appeals on spontaneous and container dumps;
- the need for licensing of enterprises engaged in the processing and disposal of hazardous waste.
Work is underway to switch from 2025 to the best available technologies (BAT).
Measures are being taken to improve environmental legislation and to digitalize environmental information. A unified environmental portal with automated registration and public access has been developed.
Formation of ecological culture and education.
Within the framework of the National Project "Zhasyl Kazakhstan", the Ministry is working to improve environmental literacy and culture of the population;
- it is planned to open environmental education centers and hold the annual republican contest "The best organization of environmental education";

"In the last few years, it has become obvious that water resources are one of the most important elements of the country's sustainable development. Our country depends on cross-border effluents, so mutually beneficial cooperation with neighboring countries is a key factor in ensuring the country's water security," the Vice Minister said in his speech.
The most dependent on transboundary runoff are the Aral-Syrdarya, Zhaiyk-Caspian and Shu-Talas basins. Therefore, the Kazakh side is constantly working in this direction with colleagues from neighboring countries.
Thus, along the Syrdarya River basin, together with Uzbekistan, electricity is exchanged with Kyrgyzstan and Tajikistan, which provides additional discharge of water from the Toktogul and Bahri-Tojik reservoirs.
Work is underway with Kyrgyzstan to approve the operating modes of the Orta-Tokoy and Kirov reservoirs, as well as schedules for water supply through interstate channels in the basins of the Shu and Talas rivers.
A program of Kazakh-Russian cooperation on the conservation and restoration of the ecosystem of the transboundary Zhaiyk River basin for 2021-2024 has been adopted and is being implemented.
In accordance with the instruction of the Head of State, work is underway on the construction and reconstruction of water infrastructure, digitalization of irrigation channels.
Last year, 1,050 km of irrigation canals were reconstructed, which allowed to restore 78 thousand hectares and improve water availability on an area of 13 thousand hectares of irrigated land. About 6 thousand hydraulic structures on the canals have been reconstructed and 95 vertical drainage wells have been restored. 16 channels have been digitized. As a result, water losses decreased by 273 million m3.
Kozhaniyazov: "In conditions of low water, the growing season of 2021 in the southern regions was very difficult. As a result of timely measures taken, it was possible to provide irrigation water to farmers without much loss.
This year's growing season will also take place in difficult conditions."
In preparation for the growing season, field meetings were held with the participation of representatives of the Ministry of Agriculture, MIO, water management organizations and farmers in Zhambyl, Turkestan, Kyzylorda and Almaty regions.
As a result of the meetings held in each region, recommendations were given to akimats and farmers, as well as instructions to basin inspections and RSE "Kazvodkhoz" to take additional measures to ensure stable provision of irrigation water to farmers.
To provide the population with drinking water in 2021, 5 group water pipes were repaired in Akmola, North Kazakhstan, Karaganda, Aktobe and Kyzylorda regions (with a total length of 800 km). 5 rural settlements with a population of about 6 thousand people received access to high-quality drinking water and water supply was improved in 51 rural settlements and 3 cities (Zhezkazgan, Satpayev, Makinsk) with a population of 203 thousand people.
The Ministry of Ecology is implementing the National project "Zhasyl Kazakhstan", within the framework of which, by 2025, work is underway to reduce irrigation losses by 4 km3, reduce the volume of fresh water intake in industry by 1.3 km3.
It is also worth noting that in accordance with the instruction of the Head of State on ensuring water security, the main approaches to the implementation of the state water policy are currently being developed, providing for strengthening Kazakhstan's position in the negotiation processes, strengthening the human resources of the Committee on Water Resources and its basin inspections. These approaches will be submitted to the Government in due time. To implement the proposed measures, legislative changes will be required and in this regard, work has begun on the development of a new Water Code.

He noted that by the end of this year, 3 emergency reservoirs (Udine, Char, Kargyba) in the East Kazakhstan region will be restored. Planting the forest.
According to the implementation of the instruction of the Head of State on planting 2 billion trees on the territories of the state forest fund, it was announced that last year 138 million trees were planted on an area of about 66 thousand hectares. In 2022, it is planned to plant about 280 million trees on an area of 112 thousand hectares. The Vice Minister also reported on the situation of fires and illegal logging in the forest fund. So, as of January 1, 2022, 751 cases of forest fires were registered on the territory of the state forest fund, the total area of which was 167,351 hectares. The total damage from fires amounted to about 6.3 billion tenge.
The analysis showed that illegal logging was allowed in large volumes in the state forestry institutions of East Kazakhstan (4200 m3), Kostanay (358 m3) and Pavlodar (347 m3) regions, as well as in the state forest natural reserve "Semey Ormany" (4054 m3) and "Ertis Ormany" (253 m3).
In total, 397 cases of illegal logging were detected in 2021, in the amount of 9780 m3 (2020 - 5636.0 m3). The damage amounted to 152.7 million tenge. The materials were transferred to law enforcement and judicial authorities.
Specially protected natural areas.
In 2021, the State Enterprise "Ulytau" was established in the Karaganda region with an area of 58,912 hectares. To date, work is underway to create the State Natural Reserve "Bokeyord" and the Aschiozek State Nature Reserve in the West Kazakhstan region.
For reference: currently there are already 13 protected areas of Kazakhstan in Kazakhstan that have the international status of a UNESCO biosphere reserve.
In 2021, the total number of visitors to protected areas amounted to more than 1.5 million people.
The development of eco-tourism in the GNPP is carried out within the framework of the State Program for the Development of the tourism industry for 2019-2025. The program consists of 10 priority areas.

This was largely achieved thanks to the coordinated work of state inspectors, who conducted 2,179 complex raids and 624 inspections in 2021, while 1,113 offenses were detected, including 416 hunting, 697 forest.
It is also worth noting that last year the law on responsible treatment of animals was adopted, regulating the relations of our society with the animal world.
Development of fish farming.
In April 2021, a Program for the development of fisheries was approved, with the task of increasing the volume of fish grown to 270 thousand tons per year by 2030. Today, about 300 farms are engaged in fish farming in the republic, and in comparison with 2020, their number has increased by 40% (+120 farms).
Last year, about 13 thousand tons of commercial fish were grown, which is 31% more than in 2020 (9.0 thousand tons).
In addition, 9 investment projects for the production of fish with a total capacity of about 10 thousand tons have been implemented, creating about 280 jobs and attracting about 3 billion tenge of private investment.
Along with industrial investment projects, 156 new lake-commodity and garden farms have been created on natural reservoirs.

At the same time, in 2021, the implementation of the Eurasia project was launched, to study the deep structure of the Caspian basin, to identify promising oil and gas facilities at great depths up to 18-20 km and to assess resources. The project is divided into 3 stages. At the first stage, the analysis and re-processing of all available geological and geophysical data on the Caspian Basin using new approaches and interpretation technologies will be continued at the expense of state funds. The second and third stages will be implemented at the expense of private investments.
Work has also been carried out on the regime and balance of groundwater monitoring at 4004 observation points in all regions of the republic.

Over the last 20 years of operation (from 2000 to 2021) TCO has achieved a reduction in the intensity of atmospheric emissions with a 26-fold increase in oil production. This result was achieved thanks to the effective application of environmental monitoring and investments in large capital-intensive projects aimed at improving operational reliability. Also, due to the modernization of technological processes and equipment, since 2009, continuous flaring of associated gases has been stopped and 99% of the extracted gas is sold or directed to the company's own needs.
And since October 2021, TCO has exchanged air quality data in real time from four environmental monitoring stations (SMOS) located near our area of activity and near the sanitary protection zone. SMOS data is available in the AirKZ mobile application and on the Kazhydromet website, and will also be available for viewing through the interactive map interface.
Realizing the high value of fresh water, which is a fundamental social, natural and economic resource, TCO pays considerable attention to its rational use. In 2021, the reuse of water in Tengiz accounted for 46% of the total volume of water consumption. The purpose of TCO is to meet the increased demand for water from production facilities, while remaining within the scope of water intake from the Main Water Pipeline of the last 10 years.
In 2016, TCO commissioned the CBS and the associated PIV installation - facilities aimed at preserving freshwater resources and wastewater management.
After visiting these objects, Zulfukhar Zholdasov, Chairman of the Environmental Regulation Committee, noted: "We travel a lot around the facilities and it is obvious that TCO works according to international standards. Regions with medium risks: These are the West Kazakhstan, Aktobe, Pavlodar, Almaty, Zhambyl and Turkestan regions. Regions with an increased risk of water scarcity have been identified. These are Almaty, Zhambyl, Turkestan, Kyzylorda, Aktobe and Atyrau regions.
In general, according to the preliminary forecast, the water content of rivers is expected to be within and below the norm. Therefore, the owners are personally responsible for the life, health and well-being of their pets, protecting them from abuse, as well as educating the population of a moral and humane attitude towards them.
"So, the law, in particular, establishes requirements for the treatment and maintenance of animals of certain categories for cultural and entertainment purposes, experimental (laboratory), service, domestic, neglected and stray animals. In addition, a ban on the promotion of cruelty to animals in all media and the prohibition of any forms of such propaganda is being introduced," the Vice Minister said in her report.
Currently, the Ministry of Ecology is developing by-laws to implement the provisions of the law, which undergo the procedure of public hearings and coordination with the competent state bodies. Kokzhailau is a unique natural ecosystems and landscapes, coniferous spruce forests made of Shrenka spruce. The aesthetic value of the landscapes of Kokzhailau is great, especially in the lower part on the slopes of the Kumbel ridge.

The nature of Kolsai Kolderi is rich in diverse fauna and flora. There are 536 species from 288 genera of 71 families within the boundaries of the SNPP, that is, about 75% of the total number of species growing in the Kazakh part of Kungei-Alatau are concentrated here.
The species growing in the park are characterized by different types of habitats. There are species that are widespread throughout or almost all over the globe: cosmopolitan - Australian reed, brittle pemphigus; Palearctic species, etc. At the same time, there is a significant proportion of species distributed only in the regions of Central Asia, in several or one mountain system, that is, endemics of various ranks. 321484In the footsteps of hangulsFrom ancient times until half of the last century, the dense tugai thickets of the Syrdarya were inhabited by Bukhara deer. By 1956, as a result of collectivization, development of arable land, uncontrolled hunting, the tugai deer and Turkestan tiger living on the banks of the Syrdarya and Ili disappeared for good.
The scientific name of the Bukhara deer (Cervus elaphus bactrianus). It is also referred to as a hangul, a water deer, a tugai deer. All these names speak exactly about this kind of deer.
HANGULS RETURNED TO THEIR HABITAT
By the 60s of the twentieth century, hanguls remained only in the reserves "Tigrovaya Balka" and "Aral-Paygambar". By that time, about 400 individuals were counted in the Darganat Gorge, located in Tajikistan. Throughout Central Asia, the growth of deer up to one thousand heads was noticed by the 80s. With the acquisition of the sovereignty of the Central Asian countries, during the perestroika and the Tajik-Afghan conflict, the number of horned cattle again decreased to 350. Now humanity was faced with the task of preserving this species of mammals.
In Kazakhstan, the practice of reintroduction of deer dates back to 1981. That year, 22 deer were brought from Tajikistan to the territory of the hunting farm "Karashengel", located on the banks of the Ili River in the Almaty region. By the beginning of the XXI century, there were already 300 heads.
In 2000, the World Wildlife Fund (WWF) developed a program to settle Bukhara deer in their native habitat and increase the number of livestock. The program developed in three directions, one of which was the reintroduction of Bukhara deer to their historical homeland in the middle reaches of the Syr Darya. Thanks to this program, a nursery was built on the territory of 2 hectares in the Kyzylsharua forestry 50 km from Turkestan. With the support of WWF, 3 individuals were brought to this nursery on May 31, 2001, and in November 2003 another 6 heads of Bukhara deer from the Karashengel hunting farm. In the winter of 2005, due to the flood, which created a threat of flooding, deer, which have already become 16, are transported to the Shymkent zoo. Hanguls return to the nursery two years later in the amount of 19 heads. Their number is supplemented by 12 individuals in 2009, imported from the same "Karashengel". In the same year, 2 males and 8 females are released into the natural environment.
The creation of the Syrdarya-Turkestan Regional Nature Park in 2013 played a key role in increasing the population of tugai deer. The nursery area has been expanded to 22 hectares.
In 2017, another Bukhara deer nursery "Shogirli" was created on the territory of the Arys branch, with an area of 20 hectares. Currently, 94 deer are kept in both nurseries, 89 in the wild. It is planned to release the next batch into the wild in the near future. And now there are 8 deer in the Shogirli nursery.
WHY ARE THE KYZYLORDA FORESTERS NOT INTERESTED IN THE FATE OF THE RED BOOK ANIMALS?
Studies have shown the geography of the distribution of Bukhara deer, which in the south begins near the village of Kogam in the Otyrar district of Turkestan region and reaches the Zhanakurgan and Shieli districts of Kyzylorda region, in the north. The exact, at least approximate, number of deer is unknown due to the irresponsible attitude towards animals of employees of environmental institutions of the neighboring region.
Employees of the regional nature park together with inspectors of the RCMM "Okhotzooprom" conducted surveys and identified the places of distribution of hanguls in the territory of the Kyzylorda region.
Observation post No. 1
Zoological reserve "Kargaly".
The data of the inspectors of the RO RCMM "Okhotzooprom" and the testimony of a preliminary survey of residents on the territory of the zoological reserve "Kargaly" of the Karatau reserve located in the Shieli district confirmed the presence of animals similar to Siberian roe deer, but larger in size. Based on this information, a reconnaissance was carried out in the area of the Akdon cordon of the Kargaly Reserve.
On the bank of the Syrdarya River (coordinates 43.946121, 66.839015) traces similar to the tracks of Bukhara deer were found. A distinctive feature of the gait betrayed the owners of the tracks. They were deer. The tracks leading to the watering hole did not go back.
The many-cut tracks gave away the presence of deer on the Koktal Peninsula, as well as on the shore of antiquity. It can be concluded that this site, located on the land of the Kargaly Nature Reserve, protected by rangers, on the one hand, and bordered by the fence of the Kazatomprom deposits, on the other hand, created favorable conditions for increasing the horned population. An example of this is the greater number of Siberian roe deer, wild boar, badger, hare, Syrdarya pheasant, which make up the main fauna of the Kargaly reserve, compared with neighboring regions. The preservation of turang groves and reeds, which are the main diet of Bukhara deer, also play an important role. Summing up the facts, the researchers came to the conclusion that about 4-5 individuals constantly live in this place.
ABUNDANCE OF DEER TRACKS IN ZHANAKORGAN

Besaryk Bridge across the Syrdarya.
During the investigation of the place near the Besaryk Bridge in the Zhanakorgan district, numerous traces and droppings of Bukhara deer were found. The villagers even managed to capture their photos. According to a native of the village of Besaryk Kenzhebek Shemetov, a couple of hanguls, he regularly saw the mausoleum of Aikozha Ishan and the island of Adai in the area (coordinates 43.556615, 67.493777). Compared to the traces found in the Shieli district, there are much more of them. Consequently, about 7-8 deer live here.

The village of Kelintobe, Lake Sharapa.
This corner turned out to be a real favorite place of Bukhara deer. Starting from the outskirts of the village of Kelintobe to the extreme point of Ubmet Island, all the facts proved the existence of a large number of Bukhara deer in this area. Deer tracks dotted from the edge of the Tugai to the pond. Umbet Island, 15 kilometers long, is densely covered with turang groves and endless thickets of reeds, which is an ideal habitat for deer. However, Umbet Island and Sharap Lake are privately owned. Private rice fields are also a favorite place to visit for deer, as evidenced by the stories of Aulchans.
In general, it can be assumed that the coast of the Syr Darya in the Zhanakorgan district is completely inhabited by Bukhara deer. However, the nature conservationists of the Kyzylorda region, being informed about the presence of hanguls on the territory, are in no hurry to keep records of them. Bukhara deer - refers to an endangered species of animals. It is included in the Red Book of Kazakhstan. The careless attitude of the Zhanakorgan foresters left a bitter residue during the trip and made us think about the responsibility of man to Nature.

Herewith, "Zhasyl Damu" - is the only environmental JSC with experience in waste management, leading its history since 2012, when it was created by transforming the "Kazakh Research Institute of Ecology and Climate" which in turn dates back to 1951.
"Zhasyl Damu" is a subordinate organization of the Ministry of Ecology, Geology and Natural Resources and the share of state participation is 100%. That is, there are no other individuals and legal entities in the joint-stock company.
"Zhasyl Damu" JSC transferred all the functions of "EPR Operator" LLP, such as: collection of recycling payments, incentives for automakers, issuance of discount certificates (vouchers) for agricultural machinery, payment of compensation for the delivery of retired vehicles, subsidization of waste collectors, transporters and recyclers and other functions according to the Ecocodex.
Expenditure of received disposal payments will be spent in strict accordance with the directions specified in the Environmental Code.
In his speech, the Minister noted: "The introduction of the EPR principle affected the solution of the accumulated problems in the country in the field of waste management, primarily due to the creation of a mechanism to ensure the financial sustainability of the business involved in the field of waste management. Today we see an increase in the share of waste processing from 2.6% in 2016, to 21% in 2021, during this period 264 thousand tons of packaging waste, 310 thousand tons of waste of automotive components were collected and disposed of"
At the present time, the "Zhasyl Damu" JSC has opened accounts in second-tier banks, as well as making changes to payment systems. From Monday, that is, from January 24 of this year, work will resume on the reception of recycling payments to the “Zhasyl Damu” JSC.
It was also noted that the previously issued discount certificates (vouchers) for agricultural equipment are valid and from next week the new operator will begin to accept applications for the delivery of retired vehicles through the former web site of the EPR operator. The review of utilization rates will be carried out by the Interagency Working Group, which also included members of the public.
At the rates, taking into account the discussions, changes will be made to the order of the Minister of Ecology, Geology and Natural Resources "On Approval of the Methodology for Calculating Recycling Payment" by the end of February this year.

Janusz Wojciechowski, European Union Commissioner for Agriculture, believes that the climate problems cannot be considered in isolation from reforms in agro-industry. According to him, sustainable agriculture not only provides a real chance for small and medium-sized farms to increase their added value, but also makes a significant contribution to fulfilling climate commitments.
“We can efficiently produce agricultural products while caring for the environment, climate and household welfare. There is no contradiction in achieving these goals, and they should be considered together,” says Janusz Wojciechowski.

The ECOJER Congress held seven panel sessions, where participants discussed climate cooperation between Kazakhstan and the European Union, the realities and prospects of "greening" the industry, as well as issues related to circular economy and "smart cities". In the meantime, participants deliberated on women's involvement in the environment, and presented a new Environmental Code. At the debate "Incinerate vs. Recycle", representatives of the Ministry of Ecology and environmental activists presented their pros and cons on the construction of incinerators in Kazakhstan.

206822First Climate Dialogue Between Kazakhstan and UkraineThe first climate dialogue between Kazakhstan and Ukraine will be held on 25 – 26 May 2021.
The event will be held in the wake of the declarations by Kazakhstan and Ukraine of their ambitions to achieve carbon neutrality.
The first dialogue is entitled “Towards COP-26: Decarbonisation and Economic Mechanisms”.
The event will be attended by representatives of the Kazakh and Ukrainian governments, international organizations (UNDP, the EU, OECD and the World Bank), environmental activists and NGOs, academic institutes, universities, businesses, and climate experts from both countries.
The event will be held in a hybrid format. Two offline platforms (M.S. Narikbayev KAZGUU University in Nur-Sultan and “Parkovy” International Convention Centre in Kyiv) will be connected via a video conference on the ZOOM platform, involving 200 participants from the CAN EECCA (Eastern Europe, Caucasus and Central Asia) region and the Local communities and 500 participants from the NGO database of the Civil Initiatives Support Centre in Kazakhstan.
The dialogue will be opened by Dr. Darkhan Kaletayev, Ambassador of the Republic of Kazakhstan in Ukraine and the initiator of the climate dialogue.
